Genesis 2:3
And God blessed the seventh day, and sanctified it: because that in it he had rested from all his work which God created and made.
God is the Energy of energies. He does not need rest.
What this rest means is that it is a —

The work in the universe was finished, and the cosmos was expanding according to his law of evolution and the element of Time.
The seventh day was meant to be a day of rest for everyone and everything, a sacred time for all of life throughout eternity. Every creature, both big and small, was meant to share in harmony and tranquility, embracing the comfort of this divine creation.
